Researchers from the <keyword id="22456634" type="General" weightage="20" keywordseo="Botanical-Survey-of-India" source="keywords" meta.keywordsubtype="org" meta.entityname="Botanical Survey of India" meta.hostid="261" meta.entityid="Botanical Survey of India">Botanical Survey of India</keyword> (BSI) have discovered a <keyword id="22456632" type="General" weightage="20" keywordseo="new-plant-species" source="keywords">new plant species</keyword> from a wildlife sanctuary in <keyword id="19915575" type="General" weightage="20" keywordseo="Arunachal-Pradesh" source="keywords">Arunachal Pradesh</keyword>, officials said. '<keyword id="22456633" type="General" weightage="20" keywordseo="Phlogacanthus-Sudhansusekharii" source="keywords">Phlogacanthus Sudhansusekharii</keyword>', the plant species recently discovered from <keyword id="19949553" type="General" weightage="20" keywordseo="Itanagar" source="keywords">Itanagar</keyword> Wildlife Sanctuary in Papum Pare district, belongs to the family 'Acanthaceae' and the 'Phlogacanthus' genus, they said. The species is named to honor Dr Sudhansu Sekhar Dash, a scientist at the BSI, for his "significant contribution" to plant and ecological research in the Indian Himalayan region, the BSI officials said. The detailed research paper on the new species has been published by the authors Samrat Goswami and Rohan Maity in the Indian Journal of Forestry. The genus 'Phlogacanthus' comprises 13 species in India and is spread over mainly the northeastern and eastern Himalayan states, they said. "The newly described species is closely allied to Phlogacanthus Guttatus (Wall) Nees, but differ in various morphological characters, mainly in its shape and size of calyx, staminodes and strikingly different corona colour," a BSI official said. Chief Minister Pema Khandu has expressed delight over the development. "The biodiversity of Arunachal Pradesh is wide &amp; varied. In addition to the findings of new flora, researchers from @bsi_moefcc have identified a new plant species, named Phlogacanthus sudhansusekharii, in the Itanagar Wildlife Sanctuary," Khandu said in a post in X. "This discovery reminds us of our rich natural heritage &amp; our responsibility to preserve it for future generations," he added. Scientists discover new plant species in Arunachal Pradesh

Chennai, Credit rating agency <keyword id="19908266" type="General" weightage="20" keywordseo="icra" source="keywords">ICRA</keyword> on Wednesday said <keyword id="19895063" type="General" weightage="20" keywordseo="india" source="keywords">India</keyword>'s Gross Domestic Product (GDP) would grow at 6 per cent in Q3 FY2024 from 7.6 per cent in Q2 FY2024. Further, the Gross Value Added (GVA) growth is estimated to ease to 6 per cent in Q3 FY2024 from 7.4 per cent in Q2 FY2024, driven by the industrial and agriculture sectors, amid an improvement in the services sector. According to ICRA, the anticipated deterioration in the industrial sector growth in Q3 FY2024 is partly attributable to an adverse base effect and a deceleration in volume expansion even as the continued deflation in commodity prices kept profitability of some sectors favourable. Additionally, a mild 0.2 per cent contraction in the total spending of Government of India and 25 state governments (all states except <keyword id="19915575" type="General" weightage="20" keywordseo="arunachal-pradesh" source="keywords">Arunachal Pradesh</keyword>, <keyword id="19895061" type="General" weightage="20" keywordseo="goa" source="keywords">Goa</keyword> and Manipur) in Q3 FY2024 is expected to have dulled the GVA growth in the quarter. "Lower volume growth for the industrial sector, flagging momentum in certain indicators of investment activity, a slowdown in Government expenditure and an uneven monsoon are expected to dampen the GDP growth to 6.0 per cent in Q3 FY2024 from 7.6 per cent in Q2 FY2024," <keyword id="20028743" type="General" weightage="20" keywordseo="aditi-nayar" source="keywords">Aditi Nayar</keyword>, Chief Economist, Head-Research &amp; Outreachs said. ICRA estimates the industrial GVA growth to record a broad-based moderation to 8.8 per cent in Q3 FY2024 from 13.2 per cent in Q2 FY2024, led by all four sub-sectors, namely, manufacturing, electricity, construction and mining and quarrying. ICRA projects manufacturing GVA expansion at a healthy 10 per cent in Q3 FY2024, twice as high as the 4.7 per cent seen in Q1 FY2024, albeit lower than the 13.9 per cent recorded in Q2 FY2024, amid a deceleration in volume growth as reflected in the manufacturing Index of Industrial Production (IIP). Owing to the decline in output across all major kharif crops projected by the First Advance Estimates, ICRA projects the growth in agriculture, forestry, and fishing to dip to a muted 0.5 per cent in Q3 FY2024 from 1.2 per cent in Q2 FY2024. This would be the lowest growth print for the sector since Q4 FY2019 (-0.9 per cent). In contrast to industry and agriculture, ICRA estimates the services GVA YoY growth to rise to 6.5 per cent in Q3 FY2024 from 5.8 per cent in Q2 FY2024, led by trade, hotels, transport, communication and services related to broadcasting.

India's FY24 third quarter GDP growth seen at 6%: ICRA

Northeast reels under intense heat weeks after downpours, floods and landslides

health, education Itanagar, Mar 3 () Arunachal Pradesh Deputy Chief Minister Chowna Mein on Wednesday presented a Rs 578.50 crore deficit budget for the 2021-22 fiscal in the Assembly, with major thrusts on health, education and other social sectors. Mein, who holds the planning, investment and finance portfolios, said the focus of the government will be on increasing capital expenditure to create assets in the state for overall development. He projected a total receipt of Rs 22,581 crore for the 2021-22 fiscal, up from the revised estimates of Rs 22,000 crore in the current fiscal. "Our share of central taxes has been pegged at Rs 11,693.94 crore as per the Union Budget Estimates for 2021-22, which is the highest source of resource for the state," the deputy CM said. In his budget speech, he said the state's own tax revenue is projected at Rs 1,900 crore and the non-tax revenue for 2021-22 estimated at Rs 850 crore. The government has made a provision of Rs 180 crore to cater to CCI (cabinet committee on infrastructure) projects and increased the overall allocation to centrally sponsored schemes by around Rs 1,000 crore. Mein said the revenue expenditure is estimated at Rs 15,344.32 crore for the 2021-22 fiscal, up from the revised estimates of Rs 14,402.84 crore this fiscal. The capital expenditure, including loan components in the budget, is projected at Rs 6,968.68 crore, an increase of about three per cent from this year's estimates. Mein said this year budget is guided by six strategic areas- health and wellbeing, reinvigorating human capital, inclusive development for 'Aspirational Arunachal', infrastructure, minimum government and maximum governance and innovation and R&amp;D. "In the budget, we have tried to provide necessary policy guidance and resource allocation for various sectors which would ensure the realisation of desired outcomes against each of the six focused areas," the deputy chief minister said. An attempt has been made in the budget to address the unfinished agenda of the last year. "Our aim will be on equitable distribution of resources and focus is on augmenting the state's own revenue besides formulating government reforms on ease of doing business and reducing compliance burden," the deputy chief minister said. This year, the government has taken up a mission to get Rs 5,000 crore funds from the Centre under various centrally sponsored schemes (CSS). The government proposed to allocate Rs 160 crore for 'Mission Health' over and above the planned budget for the department to consolidate and strengthen the related infrastructure. "This year, we are launching 'Mission Shiksha' with an all-encompassing strategy to improve the standard of education in the next two years with six focus areas including, infrastructure development of schools, technology intervention and digital initiatives," the minister said. The budget earmarked Rs 200 crore fund to realise the 'Mission Shiksha' objectives, he said. "We will converge all resources to mobilise a sum of Rs 1,000 crore for the education department," he said. Itanagar, Feb 25 () Arunachal Pradesh Governor Brig (Retd) Dr B D Mishra on Thursday called upon the MLAs to shoulder responsibility to design plans, enact and adopt provisions so that the state not only mitigate the impact of COVID-19 pandemic but also emerge with strong socio-economic and health achievements. Addressing the first day of the 12-day Budget session, he said the current session would remain guided by six key result areas underscored by the union budget which includes, health and well-being, physical and financial capital and infrastructure, inclusive development for aspirational India, reinvigorating human capital, innovation and research and development and minimum government and maximum governance. "Our policies should be for strengthening the philosophy of 'Nation first'. Our focus should be for doubling farmer's income, healthy India, good governance, opportunities for youths, education for all, women empowerment and inclusive development," Mishra said in his 50-minute speech. "We are shifting our stance from expenditure-oriented budgeting to outcome-oriented budgeting. We are dovetailing all central schemes for the benefit of the people of the state," the governor added. He said, the government is bringing in professionalism in the system by upgrading the skills of government workforce thereby improving absorption capacity and increasing the state's resource base. "This will bring about the decrease in our dependence on Central funding. We are determined to put in place, the conducive policies for ease of working of central government agencies such as power sector companies, Border Roads Organization, National Highways and Infrastructure Development Corporation Limited (NHIDCL) etc," he said. Mishra said the state government is fully poised to utilize all available resources for the overall socio-economic development of the state and the people. He said the state government had gone all out to change the COVID-19 challenge into an opportunity to accelerate the pace of development in the state in the past one year. "It is you, in true 'joy sharing' spirit of Arunachali ethos who helped convert the MLA apartments here into a dedicated Covid hospital. This hospital provided valuable clinical services to hundreds of patients and saved many precious lives," he said, adding the government expressed appreciation to you for foregoing your salary and providing one instalment of the MLA Local Area Development Fund to fight the pandemic. He said, the government has set forth its vision to bring equitable and sustainable development in the state and is working hard to achieve excellence in governance, quality education, better health services, progressive changes in agriculture and allied sectors, employment generation, livelihood activities, ease of doing business, drinking water to all, among others. "The government is also focusing on providing uninterrupted power supply, good connectivity and communication, promoting tourism, establishing inter-tribe harmony, maintenance of law and order, social partnership, conserving ecological balance and preserving the rich culture and heritage of the tribal societies," Mishra added. The governor informed that the government had provided an assistance of Rs 1,000 per BPL family covering 1.77 lakh families which helped them during the 'Lock Down' days. More than 65,000 families received free LPG cylinder under the Ujjwala scheme. Under Pradhan Mantri Kisan Samman Nidhi Yojana, the government provided Rs 2,000 to 62,000 farmer families besides additional Rs 1,000 to 68,000 farmer families, he said, adding, an estimated 1.48 lakh women Jan-Dhan account holders received Rs 1,500 in their account from the government and around 42,000 divyangs, widows and senior citizens received Rs 1,000 in their account. "Scholarships were provided to 20,162 students and 17,918 students were provided with stipend. Our government provided Rs 3,500 each to more than 17,000 Arunachalees who were stranded outside our state during the lockdown period," Mishra said. The government has initiated major steps to strengthen the health infrastructure and taken up a massive Rs 400 crore project to upgrade the health infrastructure in the district hospitals, he said. "Giving thrust to Prime Minister Narendra Modis 'Heath for all Mission', the government has till date, converted 66 Primary Health Care Centres and 140 Sub Centres as Health and Wellness Centres. In the coming year, the government is committed to convert all our Primary Health care facilities to Health and Wellness Centres," he said. Referring to the education sector, the governor said that despite huge territorial dispersions and majority of schools being located in the interiors, the government under the Arunachal Pradesh Teachers Transfer and Posting Policy 2020, is putting in all effort to rationalize and provide teachers wherever needed. "My government has taken a series of initiatives to strengthen the infrastructure of school education. During the next two years we will be operationalising five new Eklavya Model Residential Schools (EMRS) - one each in Leparada, Tirap, Lower Dibang Valley, Kurung Kumey and Lohit districts. Another five schools will come up in 3 to 4 years in Itanagar, Naharlagun, Khonsa, East Kameng and West Siang," he said. Eight model residential schools under Pradhan Mantri Jan Vikas Karyakram (PMJVK) with a total outlay of 284 crore will also come up in next 3 years in West Kameng, Kra Daadi, Tawang, Lower Dibang Valley, Lower Subansiri, Upper Siang, Kurung Kumey and Pakke Kessang districts, Mishra said. Another tremor measuring 3.0 on the Richter scale occurred at 8.21 a.m. in western Arunachal Pradesh's Tawang district at a depth of 10 km. Friday's earthquake in Manipur is the second temblor in 48 hours. On Wednesday, a quake measuring 4.3 occurred in eastern Manipur's Ukhrul district. The northeastern states, especially Mizoram, frequently witness mild to moderate earthquakes. Seismologists consider the mountainous northeast region as the sixth major earthquake-prone belt in the world. Arunachal Pradesh has one case of Coronavirus with 25 other people who were at Nizamuddin testing negative

Itanagar, Jun 28 () With five fresh COVID-19 cases reported on Sunday, the coronavirus countin Arunachal Pradesh rose to 182, an official said. Three Indo-Tibetan Border Police personnel from the Capital Complex region and one each from Namsai and Changlang districts were detected with the infection, state surveillance officer Dr L Jampa said. All the five cases were returnees lodged in quarantine centres, he said adding that they were asymptomatic. The state now has 121 active cases. 5 more test COVID positive in Arunachal

Itanagar, Jun 23 () The special investigation team has arrested four employees of a private bank for their alleged involvement in misappropriation of the Arunachal Pradesh Police Welfare Fund amounting to Rs 42 lakh, a senior officer said on Tuesday. The accused were apprehended for fraudulent activities, Superintendent of Police of the special investigation team Navdeep Singh Brar said. "The entire amount has been recovered and the investigation is still going on. A few former employees of the private lender are under scanner," he said. Four bank employees held for fraud in Arunachal

Itanagar, Jun 4 () Arunachal Pradesh, which was declared coronavirus-free after its first patient got discharged from a hospital here on April 16, has witnessed a spurt in COVID-19 cases, with 37 people testing positive for the disease in just 11 days. The spike could be largely attributed to the return of migrants from other states, after the Union government eased travel curbs last month, official sources said. More than 8,000 people have returned to the northeastern state by 'Shramik Special' trains, flights, buses and private vehicles over the last few weeks, while another 5,000 were on their way, Chief Minister Pema Khandu had said at a press meet on Monday. He, however, assured people there was no reason to panic, as his government has put in place a robust mechanism to prevent the spread of the virus in the state. Khandu, in a recent video message, had said people should be mentally prepared to witness a spurt in coronavirus cases, with more number of migrants returning to Arunachal from other COVID 19-affected states. "I request everyone not to panic if there is a rise in the number of COVID-19-positive cases in Arunachal. I assure that the state government is well prepared and equipped to handle any situation," the chief minister had said in the message. Between May 24 and June 3, the state recorded 37 COVID-19 cases-- all of them returnees from other parts of the country. The highest single-day spike was recorded on June 1, after 18 people tested positive for the infection. The state cabinet, during a meeting chaired by Khandu, has decided to procure more PPE and Viral Transport Medium kits, amid the rise in numbers. The government has also decided to equip critical entry gates to the state with "in situ testing", especially for drivers of vehicles carrying essential items. L Jampa, the state nodal officer for COVID-19, said on Thursday that all cases were reported from quarantine units and medical teams are taking "good care" of patients. "People have to learn to live with the pandemic. Wearing masks, maintaining physical distance and cleaning hands repeatedly have become the new normal. "A three-tier system is in place for treating coronavirus patients. Asymptomatic cases are being taken to COVID care centres, those with mild symptoms to health centres, where doctors would be readily available, and the serious patients to dedicated COVID-19 hospitals," Jampa said. Health minister Alo Libang appealed to people stay calm, and follow safety guidelines issued by the government. "There is no reason to be afraid. People are being requested to support medical teams and the district administration. All active cases in the state are being monitored from time to time. The health department is keeping a close watch on those quarantined, as well as the testing procedures," he added. A total of 9,551 samples have been tested in Arunachal until Wednesday night, of which reports of 1,583 samples are still awaited. The first case was reported on April 2, after a 31- year-old man from Lohit district tested positive for the virus following his return from a religious congregation in Delhi. After almost six weeks, Arunachal registered its second case on May 24, with the return of a 30-year-old student, also from Delhi. Arunachal witnesses spurt in COVID-19 cases

Itanagar, Aug 15 (IANS) Unfurling the national flag on the occasion of the 74th Independence Day, Arunachal Pradesh Chief Minister Pema Khandu on Saturday launched the "Arunachal Pradesh Challenge Entrepreneurship Programme" to boost entrepreneurship among the people and to set up more industrial units in the state. Khandu said the state government's scheme "Chief Minister Comprehensive Roads Plan 2019 to 2024" would strengthen and broaden the road infrastructure in the state. Addressing a small gathering on Independence Day at IG Park in Itanagar, the Chief Minister said the state is taking appropriate steps to contain the COVID-19 pandemic. Arunahcal was among the first few states in the country to follow the mandatory institutional quarantine and do the RT-PCR test on all the people who returned to the state from different parts of the country, he added. Arunachal Pradesh, he said, has the lowest Covid positivity rate among all the eight north-eastern states and ranked in the top six in the country in terms of tests per million population. Arunachal CM launches entrepreneurship plan to boost economy

Itanagar, Jul 13 () Arunachal Pradesh reported 19 new coronavirus infections, taking the state's COVID-19 tally to 359, a senior Health department official said here on Monday. Eleven cases were reported from the Capital Complex comprising Itanagar, Naharlagun, Nirjuli and Banderdewa, seven from Changlang district while one case was detected from Namsai district, he said. Of the 11 cases in the Capital region, seven were detected from various areas of Naharlagun, while one from an area near Hotel Donyi Polo Ashok in Itanagar, State Surveillance Officer (SSO) Dr L Jampa said. While three health workers were found infected with the virus in the Capital region, two were found infected at the Urban Primary Health Centre (UPHC) here and one from the Tomo Riba Institute of Health and Medical Sciences (TRIHMS) in Naharlagun, Dr Jampa said. Two of the cases from Naharlagun are primary contacts of a health care worker, he added. "All the cases are asymptomatic except one, and they have been shifted to COVID care centres," Dr Jampa said. The seven positive patients of Changlang district are returnees from Tamil Nadu and Uttar Pradesh while the person from Namsai had returned from Tamil Nadu, the SSO said. On Sunday, 13 people including seven from Capital Complex, West Kameng (4) and two from Changlang were discharged after their swab samples were found negative after two consecutive tests, Dr Jampa said, adding, they have been advised two weeks home quarantine and self monitoring. The state cabinet on Saturday extended the lockdown in the Capital Complex for another week till 5 pm on July 20. A week-long total lockdown was imposed in the Capital Complex on July 6 after the region witnessed a spike in the number of coronavirus cases, and it was scheduled to end on 5 pm on Monday. The Capital Complex region has so far registered 123 cases, highest in the state, followed by Changlang (38), West Kameng (15), Namsai (14) and Lower Subansiri (12). The state has 219 active cases, while 138 patients were discharged after being cured. Two people died after testing positive for COVID-19. A total of 31,520 samples have been tested so far in the state, Jampa added.
