NEW DELHI: The government is looking for a new parent for the Unique Identification Author<keyword id="6354185" type="ENTERTAINMENT" weightage="100" keywordseo="IT">it</keyword>y of India (UIDAI) as it prepares to wind up the <keyword id="46913" type="ORGANIZATION" weightage="80" keywordseo="Planning-commission">Planning Commission</keyword>, which had so far been the administrative authority for the body that has been tasked with issuing chip-based, biometric photo ID cards, called Aadhar, to all Indians. 
 Senior government officials told ET that the government can move UIDAI to the information technology (IT) ministry. They said discussions are on between the Planning Commission and the IT ministry on the feasibility of moving out UIDAI from the commission. “This is necessary since the government is working on the process of closing down the commission. Besides, placing UIDAI under the IT ministry will ensure greater synergy between the authority and the Centre,” one of these officials said on condition of anonymity. IT <keyword id="44284" type="POSITION" weightage="80" keywordseo="Secretary">secretary</keyword> RS Sharma has, however, said no such proposal was being considered by the ministry. 
 But some officials said the idea of putting UIDAI under the control of the IT ministry was mooted by Sharma, who was the director-general of UIDAI when it was launched in 2009. These officials also said that Sharma not only persuaded the <keyword id="6387077" type="ORGANIZATION" weightage="80" keywordseo="Narendra-Modi-government">Narendra Modi government</keyword> to retain UIDAI but also convinced it to fast-track generation of Aadhar cards for 100 crore-plus Indians. According to the <keyword id="6354852" type="POSITION" weightage="60" keywordseo="official">official</keyword> quoted earlier, the only hurdle before the government in attaching UIDAI to the IT ministry is co-ordination with states, which, until now, was done by the Planning Commission. 
 Soon after taking over as <keyword id="6000" type="POSITION" weightage="60" keywordseo="Home-Minister">home minister</keyword>, <keyword id="6355121" type="PERSON" weightage="100" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> had said that the government will merge UIDAI with the National Population Register, which is under his ministry. But days later, the <keyword id="71" type="POSITION" weightage="60" keywordseo="Prime-Minister">Prime Minister</keyword> announced that his government has decided to retain UIDAI and given it a target to issue Aadhaar cards to 100 crore citizens by the end of 2015.

Aadhar card has your iris and finger print stored in a central database. Given the not-so-strong cyber security laws in the country, you often think how safe your banking transactions are; given the fact even your telecom operator store has your Aadhar number. But then someone would just poke their nose into your business and inform that even the <keyword id="6355055" type="COUNTRY" weightage="100" keywordseo="USA">USA</keyword> has <keyword id="6379493" type="ORGANIZATION" weightage="20" keywordseo="Social-Security">social security</keyword> number to keep a count on the citizens. That’s it! You need to step out in war footing and make this person understand how India’s Aadhar cannot be compared to the USA’s Social Security Number. 
 
Here’s why: 
 
Structural difference between Aadhar and SSN 
You know about Aadhar card very well. But what about the <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">USA’s Social Security Number or SSN</a>? In 1936, SSN was a 9-digit number that was used by the government to track ac citizen’s income and ensure the social benefit on the basis of the same. That’s quite much like Aadhar of ours. Gradually more government agencies and incorporates started storing the records of SSN. In 1961, just like Aadhar, the <keyword id="6555575" type="ORGANIZATION" weightage="20" keywordseo="Internal-Revenue-Service">Internal Revenue Service</keyword> of USA started using SSN for identifying taxpayers. 
 Until then, there was no legal framework that would prevent any credit card company to judge a person basis their SSN. However in 1977, under <keyword id="6459158" type="PERSON" weightage="20" keywordseo="jimmy-carter">Jimmy Carter</keyword>, the 39th President of the <keyword id="6356955" type="COUNTRY" weightage="20" keywordseo="united-states">United States</keyword>, it was decied that SSN cannot be used as an identification document. Rather, it should only be used as a legal permit to work. 
 On the Social Security website of the USA government, under the <keyword id="4374443" type="UNKNOWN" weightage="20" keywordseo="social-security-testimony-before-congress">Social Security Testimony Before Congress</keyword>, it is clearly mentioned: “The card was never intended to serve as a personal identification document – that is, it does not establish that the person presenting the card is actually the person whose name and SSN appear on the card.” 
 
Now contrast this with our Aadhar, which is a single digital identity number and you will find that any government and private bodies may use the same as a identity card to authenticate you as an Indian citizen. Also, anyone who has stayed in India for 182 days can apply for enrolling oneself for <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">Aadhar card</a>. However SSN is only given to the US citizens who have permit to work in the country. 
 
The process of registering people on Aadhar was executed through private enterprises known as enrollers who operated freely without any government supervision at the field level. The qualifications needed to become an enrolment agency were quite low and nobody was from a recognized name. 
 
Your biological data is stored in Aadhar 
In Aadhar, from finger print to iris, everything is stored. However in SSN, the US government didn’t collect finger prints. To support their logic, the Social Security website reads: “The use of fingerprints was associated in the public mind with criminal activity, making this approach undesirable.” SSN doesn’t even contain any photograph for that matter. In 2007, there were talks to include these details to act against terrorism, but the country who have experienced terrorist attacks in its worst form and often behave cynical on this matter actually went against it. 
 
“A biometric identifier, such as a fingerprint, can be an effective and highly accurate way to establish the identity of an individual, but it can also facilitate a much higher degree of tracking and profiling than would be appropriate for many transactions,” said Marc Rotenberg, Executive Director, Electronic Privacy Information Center a research organisation, while the hearing on the Use and Misuse of the Social Security Number before the Subcommittee on <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">Social Security Committee </a>on Ways and Means U.S. House of Representatives. 
“The problems that will arise when biometric identifiers are compromised are severe. What will happen at the point that your biometric identifiers no longer identify you?” he added. 
 
Aadhar is linked to central database 
However SSN is never seeded. “Department of <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">Homeland Security program</a>s shall not collect or use an SSN as a unique identifier; rather, programs shall create their own unique identifiers to identify or link information concerning an individual,” reads the Privacy Policy Guidance Memorandum of the Homeland Security in the USA. 
 
SSN cannot be used openly by private companies 
 
SSN is required by private businesses on two cases: 
 (1) you are involved in a transaction in which the Internal Revenue Service requires notification, or (2) you are engaged in a financial transaction subject to federal <keyword id="4374444" type="UNKNOWN" weightage="20" keywordseo="customer-identification-program">Customer Identification Program</keyword> rules. 
 
However for Aadhar, even the mobile store that operates from a small kiosk would ask you to authorise for a sim card or the travel agent booking your railway tickets or the bank agent insisting you for a credit card.

<ul><li>The deadline for <keyword id="4596360" type="PERSON" weightage="20" keywordseo="pan-aadhar-linking">PAN-Aadhar linking</keyword> has been extended to 31 March 2019. </li><li>It might have been done because the Supreme Court supported the activists’ argument to push back the deadlines. </li><li>Despite the fact that the deadline has been extended for the fifth time, only about 16.65 crore out of the 33 crore existing PANs have been linked with Aadhaar up till March this year. </li></ul> The <keyword id="121964" type="ORGANIZATION" weightage="20" keywordseo="Central-Board-of-Direct-Taxes">Central Board of Direct Taxes</keyword> (CBDT) has issued an order under Section 119 of the Income Tax Act, stating that the deadline for PAN-Aadhar linking has been extended to 31 March 2019. The announcement was made this Saturday night, just a few hours before the end of the previous deadline. Despite the fact that the deadline has been extended for the fifth time, only about 16.65 crore out of the 33 crore existing PANs had been linked with Aadhaar, up till March this year. The earlier deadlines for the PAN-Aadhar linking were 31 July, 31 August and 31 December 2017 followed by 31 March and 30 June of this year. India had launched Aadhaar back in 2009 and it has now become the world's biggest biometric database. Section 139AA of the Income Tax Act, 1961, which came into effect from 1 July 2017, mandated that all taxpayers having an Aadhaar card must link it with their PAN. The biometric card would also be required to file income tax returns and to get a new <keyword id="74488" type="ORGANIZATION" weightage="20" keywordseo="PAN-card">PAN card</keyword>. The provision was incorporated to check tax evasion through the use of multiple PAN cards. Activists have challenged the validity of the Aadhaar law, claiming that linking their <keyword id="155319" type="COMPANY" weightage="20" keywordseo="Aadhar">Aadhar</keyword> card for various purposes put their privacy at stake and thereby, violated their fundamental Right to Privacy. They also argue that Aadhar linking leaves room for misuse of their fingerprint and iris scans. The activists had filed petitions and moved court against this law. The five judges hearing the petitions had concluded the case in May but have not yet delivered the ruling regarding whether Aadhaar should be made mandatory for welfare schemes and financial transactions, or not. CBDT said that the announcement for extending the deadline has been made after "consideration of the matter". However, it seems that it was done because the Supreme Court, which has heard several petitions against the Aadhaar law, had supported arguments to push back the deadlines before the court gives a final verdict. Deadline for PAN-Aadhar linking extended for a fifth time, new date is 31 March 2019

The Indian government’s <keyword id="144117" type="ORGANIZATION" weightage="20" keywordseo="AADHAAR">Aadhaar</keyword> identification initiative has now reached a new milestone. As of July 2018, almost eight years after the first Aadhaar card was issued (in September 2010), the total number of enrollees in the programme has crossed 1.21 billion, according to the Unique Identification Authority of India (<keyword id="6355252" type="DEFINITION" weightage="20" keywordseo="uidai">UIDAI</keyword>). According to the 2011 Census, this is what India’s population was at the time. According to official projections from the UIDAI, nearly 92% of India’s current population now has an Aadhar card. The data suggests that Indian residents who are still without Aadhaar cards are mostly children. Only 350,000 adults are estimated to be outside the Aadhar net, something that the UIDAI is looking to correct by ramping up its operations in lesser-connected parts of the country. like the Northeastern states. Once it onboards every adult, the government will start focusing on getting children enrolled in the programme. Fastest to one billion The Aadhar programme crossed one billion enrollments in April 2016, which reportedly made it the fastest digital programme to the world to reach that kind of scale. This is largely because of the fact that the government had made it mandatory to register for an Aadhaar card in order to benefit from public welfare schemes. It also made it mandatory to link one’s Aadhar number with one’s PAN card, mobile phone and bank account, imposing a number of deadlines to do so in the process. The programme’s image has been dented over concerns related to the the security of enrollees info and <keyword id="6355135" type="UNKNOWN" weightage="20" keywordseo="Privacy">privacy</keyword> issues. In fact, the Supreme Court ruled in March that it would not longer be mandatory to link one’s Aadhaar number with a phone number and bank account, extending the deadline indefinitely. To further address privacy issues, the UIDAI recently implemented a Virtual ID scheme wherein a 16-digital temporary number is issued to people so they can authenticate their information. Currently, around <a href="https://www.uidai.gov.in/images/news/Around-10lakh-people-enrol-update-Aadhaar-everyday-UIDAI-The-Economic-Times.pdf">10 million people </a>enroll themselves in the programme or update their details every day. Furthermore, close to 13,000 Aadhaar enrollment centres have been established in India in conjunction with the country’s postal service, as compared to an envisioned figure of 14,200.

Customers will now be able to use their AADHAR cards to get their new mobile connections instantly activated, as the government has approved electronic-Know Your Customer (<keyword id="1920769" type="UNKNOWN" weightage="100" keywordseo="e-KYC">e-KYC</keyword>) rules using <keyword id="546774" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-cards">Aadhaar cards</keyword>. 
 
In a notification issued on Tuesday, the telecom department (DoT) said, "After successful completion of Proof of Concept to use Aadhaar e-KYC service for issuing mobile connections to subscribers, it has been decided to launch the 'Aadhaar' e-KYC service across all the Licensed Service Areas including J&amp;K, North East and Assam for issuance of mobile connections as an alternative process to the existing PoI/ PoA document based processes." 
 DoT added that customers will now be able to online authorize <keyword id="6355252" type="CITY" weightage="100" keywordseo="UIDAI">UIDAI</keyword> through Aadhaar authentication using their Aadhaar numbers and biometrics so that their demographic data and digitally signed photograph can be provided to the service provider. 
 
"As per UIDAI, digitally signed electronic KYC data provided by UIDAI is machine readable, making it possible for the Licensees to directly store it as the customer record in their database for purposes of issuing a mobile connection," the notification read. 
 
Also, service providers will be allowed to appoint or employ franchisee, agents, distributors and employees who will provide these services. 
 
"The Licensee (service providers) shall keep proper control over them and the Licensee shall be liable for the acts done by its franchisee, agents, distributors and employees in the provisioning of service," the department added. 
 
Bharti Airtel, India’s leading telco will probably roll out e-KYC using AADHAR card from this week itself, while Vodafone India and Idea Cellular, ranked 2nd and 3rd respectively, will be doing so in coming weeks. 
 
All three leading telcos had partnered with DoT so that AADHAR based e-KYC solutions can be used for verification, and also went ahead to test it successfully in four telecom circles.

How the government wants to go with Aadhar? 
The 12-digit number will be required for all citizens of India to file tax returns, driving licenses, filing EPF, getting railway tickets and a variety of other services. 
 
 
 
Why is it alarming? 
Firstly, we need to do understand how Aadhar cards were made. Terming the procedure as causal wouldn’t be an exaggeration. A card that started as a mere identity card was gradually made into a mechanism to gain benefits from the government and now even to get basic things done in life.

 Besides, there is zero privacy of an individual. Aadhar doesn’t guarantee any privacy and allows for mass surveillance of the countrymen under the vague term of ‘national security’. Only law that is valid in the case is Section 47 that only <keyword id="86474" type="ORGANIZATION" weightage="20" keywordseo="Unique-Identification-Authority-of-India">Unique Identification Authority of India</keyword> (UIDAI) can file criminal complaint for theft of data. 
 
Government is the new <keyword id="4646" type="PERSON" weightage="20" keywordseo="Big-Boss">Big Boss</keyword>

Here’s why linking Aadhar to all services
isn't much of a sensible step by the Modi government

Following the culmination of a four-month-long hearing in the Supreme Court last month, it seems that the Indian government is acting on the <keyword id="6355135" type="UNKNOWN" weightage="20" keywordseo="Privacy">privacy</keyword> concerns related to the <keyword id="144117" type="ORGANIZATION" weightage="20" keywordseo="AADHAAR">Aadhaar</keyword> biometric identification programme. Starting July 1st, Indians won’t be required to surrender their 12-digit Aadhaar ID to telecom operators as part of the know-your-customer (KYC) norms when purchasing a new <keyword id="6427652" type="UNKNOWN" weightage="20" keywordseo="sim">SIM</keyword> card. Instead, according to a directive issued yesterday by India’s Department of Telecommunications (DoT), Indians can submit a temporary 16-digit virtual ID to authenticate their details. The DoT has given telecom operators until the end of the month to adjust their systems to comply with the new norms. Furthermore, during the authentication process, they will not be allowed to store the Aadhar or virtual ID information of their customers in any of their systems or databases. The ruling has been received favourably so far. Rajan S Mathews, the Director General of the Cellular Operators Association of India, stated, “We believe that this step will provide convenience and confidence to the subscribers to get an authentic verification conducted without having the fear of giving their Aadhaar number”. A temporary ID On April 2nd, the Unique Identification Authority of India (UIDAI) announced the launch of the Virtual ID programme, tweeting <a href="https://resident.uidai.gov.in/web/resident/vidgeneration">a link </a>to a page where an Aadhar enrollee can generate the ID. In addition to obtaining a SIM card, the Virtual ID can also be used to open a bank account or receiving government handouts. <div type="javascript" title="Custom"><cdata><![CDATA[

 The Virtual ID gives people the option of authenticating their identities and complying with KYC requirements without sharing their Aadhaar card information. The 16-digit number is temporarily mapped with the user’s Aadhar number and can be regenerated a number of times. The UIDAI’s goal was to prevent the Aadhar details of enrollees being leaked and misused by offering a temporary ID as a substitute. The Supreme Court is still deliberating on whether it should be mandatory to link Aadhar information with <keyword id="6354485" type="UNKNOWN" weightage="20" keywordseo="Mobile">mobile</keyword> subscriptions, bank accounts and a number of other services. If the Virtual ID scheme is implemented successfully, it could pave the way for a decision in favour of the Aadhaar programme.

The Delhi Development Authority (DDA) has launched a new housing scheme, offering about 25,000 flats. Most of the flats are single-bedroom units, and will be located in Rohini, Dwarka and Narela. 
 
Registrations for the flats will start from September 1 and will continue till October 9. The draw will be held within 20 days of the end of the registration process. The DDA has appointed an independent agency to ensure transparency in the process. 
 
There is no provision for any reservation for the residents of Delhi in the allotment process. All Indian citizens above the age of 18 are eligible to apply for the flats. The applicants will be required provide PAN Card and Aadhar Card details along with the application form. The applicant shouldn’t have any property registered in his or her name in Delhi. 
 
Out of the total of 25,034 flats, 22,627 will be two-room sets with single bedroom and a drawing room. The price is likely to remain between Rs 14 and 22 lakhs. The housing scheme will also include 700 flats for the economically weaker sections. 
 
The DDA will also allot 811 old flats in different categories after completely renovating them. The old flats would be priced at a depreciation rate of 1.25% per annum. 
 
The DDA has also set aside a sum of Rs 362 crore for the maintenance of these flats after allotment.

With a voluntary enrolment of 92 crore people, the Aadhaar card is now the most widely held identification document in the country besides perhaps being the sole ID for many of its holders, including many families below the poverty line. 
 In comparison, 5.7 crore people have passports, 17 crore people <keyword id="61610" type="ORGANIZATION" weightage="80" keywordseo="pan">PAN</keyword> cards, 60 crore voter ID cards, 15 crore ration cards and 17.3 crore driving licences. 
 
Aadhaar has helped effect savings of Rs 2,600 crore by eliminating bogus claims in welfare schemes besides engendering greater transparency and consequently reducing corruption, reports from states and Union Territories show. 
 
It is also delivering benefits in progarmmes tailored for the poor like <keyword id="92538" type="ORGANIZATION" weightage="80" keywordseo="MNREGA">MNREGA</keyword> where 3 crore of 9 crore active workers have Aadhaar-linked bank accounts. One crore wage transactions have been remitted and the process has become more efficient and transparent with 87,000 banking correspondents providing village and neighbourhood-level micro ATM services. 
 

	Aadhar is particularly crucial for BPL families who are the primary beneficiaries of PMJDY and three pensions schemes run by the Centre — Atal Pension Yojana, PM Suraksha Bima Yojana and PM Jeevan Jyoti Bima Yojana --are linked to UID. The schemes, according to official sources, are intended to provide a wide coverage by way of insurance with small premiums, flagged by the government as a key policy goal.
