New Delhi, Nov 18 () Telecom is a "critical" sector with direct impact on economic growth, employment and other crucial domains like healthcare and agriculture, and the advent of 5G will strengthen this connect, DoT Secretary Anshu Prakash said on Monday.Addressing the ASEAN-TRAI program on 'capacity building and sharing of best practices in policy regulation and development', Prakash said the sector is also playing a major role in empowering citizens, contributing to better governance and enhancing transparency. 
"Telecom is critical, it is a core infrastructure sector with direct impact on economic growth, on employment and on other sectors because other sectors ride on telecom. Digital connectivity is an integral part...be it finance, agriculture, healthcare, and with the advent of 5G this linkage will certainly emerge stronger," Prakash said.
Speaking on the occasion, Telecom Regulatory Authority of India (TRAI) Chairman RS Sharma said information and communications technologies are all pervasive, and hence security of systems and data safety are becoming increasingly important.
"Now that everything is going to ride on this sector, the vulnerability of the sector becomes an important concern, the security of the sector, and safety of the data also become important. So concepts like cyber security, data security, data privacy, become relevant and we need to learn and appreciate the importance they are going to play tomorrow," Sharma said.
The TRAI chief also said that while legal and regulatory systems need to evolve to keep pace with the fast-changing digital world, they should not have a "knee jerk" evolution.
"...they should not evolve to strangulate innovation or become an obstacle to the development, they should evolve in a harmonised manner to ensure that while innovations do take place, the growth is orderly. So the approach of regulations in this sector should be facilitating, rather than obstructing," he said. MBI MBI ANU

NEW DELHI: Amid the industry's concerns over less-than-expected price cuts, Trai chairman PD Vaghela on Tuesday asserted that the regulator's recommendations of a 39 per cent drop in <keyword id="804714" type="General" weightage="20" keywordseo="spectrum-prices" source="Orion">spectrum prices</keyword> are rational, attractive and backed by "scientific calculations". Vaghela told PTI that in view of the huge market potential of 5G, he is confident that the telecom industry will actively take part in the auction. The chairman expressed hope that the recommended reserve prices will attract bidders in the forthcoming auction. He also said that the ease of doing business, extensive stakeholder inputs, and facilitating the proliferation of 5G in the country have been the most important drivers for Trai's latest stance. Setting the stage for the rollout of 5G services, telecom regulator Trai on Monday recommended a mega auction plan valued at over Rs 7.5 lakh crore at the base price across multiple bands for radiowaves allocated over 30 years. Overall, the <keyword id="12394776" type="General" weightage="80" keywordseo="telecom-regulatory-authority-of" source="Orion">Telecom Regulatory Authority of</keyword> <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword> (Trai) recommended about a 39 per cent reduction in the reserve or floor price for the sale of spectrum for mobile services, including the latest 5G offering, as it looked to match revenue expectations with the industry's paying capacity. Industry body COAI, however, has expressed deep disappointment over Trai's 5G recommendations, and termed the spectrum pricing suggested by the regulator as "too high". Given the recent reforms for the telecom sector announced by the government, these recommendations are "one step backwards than forward" towards building a digitally connected India, COAI claimed. COAI argued that the industry had recommended 90 per cent lower prices, and to see only about 35-40 per cent reduction recommended in prices "is deeply disappointing". Asked about the industry's views on less than expected price cuts, Vaghela in an interview said the regulator's recommendations of a 39 per cent drop in spectrum prices are backed by "scientific calculations". "Trai takes the business of calculation of valuation seriously, and on that basis, we have arrived at rational reserve prices. The prices we have given have been set at 70 per cent of valuation," he said. Taking off from the telecom department's reference seeking auction-related recommendations, Trai considered various aspects like ease of doing business, stakeholder inputs and most importantly, the proliferation of 5G and use cases in the country to ensure that economic benefits of technology are derived by all sections of society, he said. "If you see our recommendations on surrender fee, easy and flexible payment options, and leasing of spectrum for private networks, these are all aimed at ease of doing business and attracting investment into the telecom sector," Vaghela said. While auctions and network rollout are important considerations, "as a country, we need to facilitate penetration of 5G based technologies and use cases", Vaghela said. "A complete ecosystem needs to be created towards this objective," he said. "So, we have recommended action plans for vertical sectors, i.e., industry sectors and social sectors ...that they should be actively preparing plans for adopting 5G applications. Stakeholders like farmers, fishermen, students, MSMEs etc need to be further empowered to be part of the digital economy," Vaghela added. 5G technology once implemented should create demand for telecom products, thereby improving revenue streams for telecom service providers, and should also help consumers and the public at large to become a part of the mainstream digital economy, he noted. "India should reap the benefits of technologies and applications, which are based on 5G," the Trai chief said. On whether the industry has the paying capacity, given that over one lakh <keyword id="13265908" type="General" weightage="80" keywordseo="megahertz" source="Orion">megahertz</keyword> of spectrum worth over Rs 5 lakh crore at reserve price will be on the block (for 20-year allocation), Vaghela said, "With the attractive reserve prices recommended, flexible payment options offered, easy spectrum surrender conditions, recommendations on leasing etc., the forthcoming auction will surely be attractive for the investors". The Indian economy is growing, technology adoption is being ramped up by different vertical sectors and the market for telecom products is expanding at a rapid pace, he noted. "In view of the huge market potential of 5G, I am sure that the telecom industry will actively take part in the auction," he said. Recommended spectrum prices are backed by scientific calculations, says Trai chief Vaghela

India currently faces a shortage of 2.41 million skilled workers in the telecom sector in the 5G era, which is forecast to jump by 3.8 times by 2030, a report showed on Friday. The country will require 22 million skilled workers in 5G-focused industries by 2025, in areas such as cloud computing, robots and the Internet of Things (IoT). One of the key challenges is that only 40 per cent of India's graduates in computer science, IT, and math are employable in the technology sector due to the mismatch between academic requirements and industry demands, according to the report by the Telecom Sector Skill Council (TSSC), launched in association with enterprise decision-making platform Draup at the India Mobile Congress (IMC) 2023 here. The number of employed talent in the Indian telecom industry is currently 11.59 million, with 2.95 million corporate talent and 8.24 million blue-collar talent. According to the report, India is the only country expected to have a skilled labour surplus, with 1.3 million workers in the technology, media and telecommunications (TMT) sector by 2030. "In anticipation of the upcoming 6G era, our focus remains on aligning our skilling initiatives with cutting-edge technologies, ensuring a workforce ready for the future of telecom," said Atul Tiwari, Secretary, <keyword id="2485309" type="General" weightage="50" keywordseo="ministry-of-skill-development" source="Orion">Ministry of Skill Development</keyword> and Entrepreneurship. The report, titled '<keyword id="19288877" type="General" weightage="50" keywordseo="telecom-talent" source="Orion">Telecom Talent</keyword> in 5G Era: Demand Supply Skill Gap Report 2023-24', highlighted that across 15 top streams, network operation and maintenance and project engineering have the most corporate talent, while network operation and maintenance and sales and distribution - service segment have the most blue-collar talent. According to Arvind Bali, CEO, TSSC, the telecom sector is the third-largest industry in India that accounts for roughly 6.5 per cent of all FDI inflow and also by 2027, the country is anticipated to account for 11 per cent of all 5G subscriptions worldwide. "India has a good chance to close the growing demand-supply gap by 2030 with the proper reskilling and hiring strategies that target adjacent talent in tier 2 and 3 cities and university supply," said Bali. With decline in VIL's share, Bharti and Jio together control 77 per cent and should continue to gain share, the report said. "VIL fund raising is critical for 4G capex and 5G rollout while delays could trigger further share loss, which would be gains for RJio and Bharti which will ramp up 5G rollouts in 2023," it added. Jio and Bharti 5G rollout will coincide with growing subscriber realisations and market share gains. "We forecast rising ARPU and data penetration to drive a 14 per cent CAGR in sector revenue to Rs 2,84,600 crore (USD 36 billion) by FY25," it said. As per the report, the new telecom bill will be "positive" for VIL. "VIL, which is currently in a four-year moratorium on government dues, could gain from this regulatory bill, which could have options of write-offs," the report said. The auction of over 72 GHz of the spectrum will be held by July-end, said an official statement detailing the decision taken by the Union Cabinet headed by Prime Minister <keyword id="6354477" type="General" weightage="50" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword>, at its meeting held on June 14. The spectrum auction will commence on July 26, 2022. Sources told PTI that the Cabinet has approved 5G auctions at reserve prices recommended by the sector regulator Telecom Regulatory Authority of India (TRAI). TRAI had earlier recommended about a 39 per cent reduction in the reserve or floor price for the sale of 5G spectrum for mobile services. While the 5G spectrum in nine frequency bands will be auctioned to telecom operators like Bharti Airtel and Reliance Jio, the Notice Inviting Applications -- bid-related document issued by DoT -- said big tech firms for the time being will be allowed to take the 5G spectrum for their captive non-public network, on lease from the telecom companies. The Notice Inviting Offer said direct allocation to the big tech companies will follow a demand study and sector regulator TRAI's recommendation on aspects such as pricing and modalities of such allocation. Big tech companies like Google have been seeking direct allocation of spectrum for applications such as machine-to-machine communications, IoT and AI, while telecom companies have been opposing direct allocation of 5G spectrum to them saying it will distort the level playing field and rob the government of revenues. "Enterprises setting up Captive Non-Public Network may obtain the spectrum on lease from TSPs (telecom service providers) having Access Service Authorization and establish their own isolated network. Required Licensing terms and conditions and Spectrum Leasing guidelines shall be issued by DoT," the Notice Inviting Applications said. As per the document, the government from time to time will publish required provisions and guidelines and licensing terms and conditions for enabling the setting up of Captive Non-Public Network (CNPN). According to the document, the auction is slated to start on July 26, 2022. Among other key dates to watch-out for is the pre-bid conference scheduled for June 20, 2022, submission of applications with a deadline of July 8, and pre-qualification of bidders on July 18. Mock auctions will be held on July 22 and 23, 2022. A total of 72097.85 MHz of spectrum with a validity period of 20 years will be put to auction to be held by the end of July, 2022. "The Union Cabinet chaired by Prime Minister Narendra Modi has approved a proposal of the Department of Telecommunications to conduct spectrum auction through which spectrum will be assigned to the successful bidders for providing 5G services to public and enterprises," the official release said. The auction will be held for spectrum in various Low (600 MHz, 700 MHz, 800 MHz, 900 MHz, 1800 MHz, 2100 MHz, 2300 MHz), Mid (3300 MHz) and High (26 GHz) frequency bands. Overall, the payment terms have been eased for bidders in the upcoming auction. Continuing the pace of telecom sector reforms, the Cabinet announced various progressive options with regard to the spectrum auction, for facilitating ease of doing business. "For the first time ever, there is no mandatory requirement to make upfront payment by the successful bidders. Payments for spectrum can be made in 20 equal annual instalments to be paid in advance at the beginning of each year," it said, adding this is expected to significantly ease cash flow requirements and lower the cost of doing business in this sector. The bidders would be given an option to surrender the spectrum after 10 years with no future liabilities with respect to balance instalments. No SUC (spectrum usage charges) will be charged for spectrum acquired in this auction. "The availability of sufficient backhaul spectrum is also necessary to enable the roll-out of 5G services. To meet the backhaul demand, the Cabinet has decided to provisionally allot 2 carriers of 250 MHz each in E-band to the Telecom Service Providers," the official statement said. The Cabinet also decided to double the number of traditional Microwave backhaul carriers in the existing frequency bands of 13, 15, 18 and 21 GHz bands, the release informed. The India market is gearing up 5G services, that will usher in ultra high speeds and spawn new-age services and business models, and the mega-auctions will pave the way for roll out of next generation services by telcos, in 2022-23. Indian govt approves 5G spectrum auctions, but telcos might not be happy

Jio launches high-speed 5G services in 20 more cities

New Delhi, May 16 () Domestic telecom gear makers expect the government to clear their dues pending with state-owned telecom firms and come out with provisions to push home grown equipment in the networks, industry body TEMA said in a statement on Saturday.Telecom Equipment Manufacturers Association - which represents indigenous companies like Vihaan Networks, and Tejas Networks, among others - also requested for clarity on the government push for procurement from domestic vendors through public tender of up to Rs 200 crore.TEMA Chairman Emeritus NK Goyal said that it is beyond doubt that the COVID days have shown that the telecom sector has been at forefront for providing connectivity to all citizens in India.The chairman expects that the next package from Finance Minister Nirmala Sitharaman may come for the telecom, electronics, and ICT sectors."This sector is looking forward for package tomorrow in terms of specific enforcement of indigenously designed development and manufactured equipment, keeping in view of 'Atma Nirbhar Bharat" mission of our Hon'ble PM," Goyal said.The association expects the government to act for clearing about Rs 20,000 vendor dues pending with BSNL and MTNL as well as other telecom public sector firms."Another issue facing the telecom, ICT sector is large amounts of pending payments from BSNL,MTNL and other telecom PSUs and we hope that soon there will be policy guidelines for release of all pending payments," Goyal said.The body suggested that the telecom sector also looks forward for some relief to telecom service providers in terms of adjusted gross revenue, spectrum charges, licence and other fees and incentives to private operators that can be used for procurement of indigenously designed developed and manufactured telecom equipment."Lastly, while we talk of latest technologies of 4G,5G or may be 6G, but let us also appreciate that substantial part of our India specially in hills, NE, LWE, Aspirational Districts, rural areas etc. still remains uncovered and we hope at least 2G for them urgently," Goyal said.TEMA lauded the government decision to increase FDI in defence sector from 49 to 74 per cent and other reforms announced for Make-in-India for the sector, and level playing field for private companies in satellite launches, space-based services and use of ISRO facilities to the private sector.Indian space startup Pixxel said the government announcement to open up the space sector for private industry can go a long way in saving unnecessary costs and making the industry more competitive."This will also mean that a lot of space grade material manufacturing processes, that are not in the country right now such as multilayer thermal insulations, solar panels and batteries that were majorly procured from abroad will now see localisation due to the emergence of more domestic space firms," Pixxel founder and CEO Awais Ahmed said.He said that the announcement on future projects for planetary exploration is very important towards building India's very own Maxars, SpaceXs and Rocket Labs. India moving towards becoming leader in 6G technology: PM Modi

New Delhi, Mar 9 () Niti Aayog CEO Amitabh Kant has come out in support of fixing minimum rates for mobile calls and data, saying there is no other option due to heavy debt of the telecom sector and unsustainable fall in prices.At present, telecom companies are free to decide on call and data rates but due to stiff competition they have sought regulatory intervention. Mobile subscribers get access to 4G data at a price as low as Rs 3.5 per GB but if the floor price is fixed as demanded by telecom operators, the mobile internet prices will rise 5-10 times from the current level. Debt-ridden Vodafone Idea has proposed that the minimum price of data should be fixed at Rs 35 per GB, Bharti Airtel has proposed minimum price of Rs 30 per GB for low data users and Reliance Jio wants it to be priced gradually to Rs 20 per GB. Kant's stand comes days after Niti Aayog showed discomfort in its official response submitted to telecom regulator Trai on fixing floor price for phone calls and data prices to bail out telecom companies. "We would like to strongly emphasise that floor prices are the need of the hour to enable continuation of a multiplicity of firms that is critical for healthy competition. Given the heavy debt burden being faced by the sector and the recent fall in prices to unsustainable levels, there is no option available but to set floor prices," Kant said in his letter to Trai dated March 4. The Telecom Regulatory Authority of India (Trai) is holding consultation with interested parties over fixing a minimum price for call and data services following demand from the industry. On February 28, the last date to submit comments on the consultation process, Niti Ayog joint secretary Archana G Gulati raised a question on the proposal to set up a minimum floor price and said its implementation could prevent entry of a new player in the sector and deprive customers the benefits of competition. Gulati had suggested that in case the minimum price for telecom services is considered imperative to address financial stress in the sector, then it should be a very short term intervention and reviewed within three month of introduction. However, Kant said review of the floor price may be done once the sector fully revives. According to a submission by Vodafone Idea, it will take three years for the company to restore its revenue levels. "As we have mentioned in our comments, this (floor price) may be reviewed for its impact on the market and a view may be taken on bringing back forbearance, once the sector fully revives. However, in the extraordinary circumstances that the sector is going through at present, we believe that floor prices are absolutely necessary to avert lasting damage to India's digital agenda and economic growth," Kant said. The cheapest data rate of Rs 3.5 per GB is offered in a plan priced at Rs 599 with 84 days validity that offers up to 2GB data per day at 4G speed. The same plan will cost Rs 3,360-5,880 if the regulator accepts proposal from telecom operators to price the data in the range of Rs 20-35 per GB. Competition Commission of India in its submission has said setting floor price for mobile services is a regressive step that may have a detrimental effect on market competition. "No mature jurisdictions have imposed price floors on crucial sectors like telecom. Such retrograde regulatory measures bring inefficiencies in the longer run," CCI had said. Gulati had said the increase in data tariffs is most likely to reduce subscription and consumption which would have a negative cascading effect on the economy. Although Kant extended strong support for setting up floor price, he said it is not a long-term solution. "We do nevertheless agree with Trai that floor pricing is not a long-term solution. There is also an inherent opportunity to seize the present situation to bring in far reaching reforms in the sector which will provide lasting relief needed to create a healthy, vibrant and dynamic telecom sector vital for economic growth," Kant said. Amid growing competition between telecom operators to be number 1 in 4G devices and services, job aspirants are at the gaining end. 
 With telecos like <keyword id="15491" type="COMPANY" weightage="20" keywordseo="Airtel">Airtel</keyword>, Idea, <keyword id="1543410" type="UNKNOWN" weightage="20" keywordseo="Reliance-Jio-Infocomm">Reliance Jio Infocomm</keyword> rolling out <keyword id="6493730" type="UNKNOWN" weightage="20" keywordseo="4G-services">4G services</keyword>, this has led to spurt in jobs, which was not the scenario in 2012 when many telecom licences were cancelled. 
 
Headhunters say recruitments in the telecom sector have started and companies are expected to hire 20,000-30,000 in the next 4-6 months. 
 
"What Jio is trying to do is build an entire ecosystem and revolutionalise the way things worked till now. To this end, it has hired a lot of people across different sectors. Other companies are following suit," a top headhunter who refused to be named told ET. 
 
Apart from fresh hiring, even poaching is becoming common as Reliance Jio is hiring people from various organisations for top posts. 
 
Reportedly, Reliance Jio’s head count increased from 700 employees in 2012 to 17,500 by March 2015. 
 Even <keyword id="6354924" type="PERSON" weightage="20" keywordseo="Idea-Cellular">Idea Cellular</keyword> hired over 2,000 people in 2015. 
 
"Focus on rural penetration, Jio's launch and hiring within sector have forced telecom firms to create benches and that means more recruitments," Santrupt Misra, director group HR at the Aditya Birla Group, told ET, adding by next year at least 2,500 employees will be added.

New Delhi, Nov 29 () The international resolution approved by UN body International Telecommunication Union at its global meet has resolved concerns raised by the telecom sector on 5G and has put everyone across the globe at par for the roll-out of the next-generation technology, ITU-APT Foundation of India said on Friday.
 After about a month-long deliberation with representatives from 193 countries at Sharm El-Sheikh in Egypt, ITU in its World Radio Conference 2019 have struck a balance between deployment of 5G and satellite services which will now be followed across the globe, ITU-APT Foundation of India President Bharat Bhatia told reporters here.
 "Proposal of India around radiation power levels from base station of 5G was close to the resolution approved by the ITU. Now, base stations (base transceiver station) that will be deployed across the world can also be deployed in India for 5G. The cost of deployment of 5G BTS in India will be at par with the rest of the world," Bhatia said.
 The telecom and satellite were at loggerheads with each other over demand for spectrum at the ITU WRC meet. Satellite bodies wanted the restricted use of 5G technologies in the spectrum bands where they operate while telecom bodies argued that limitation being pushed by the satellite bodies will make it impossible for them to provide 5G services.
 According to satellite organisations, weather satellites will not be able to catch reflections from the earth that are used to analyse various factors, including water vapour content, to predict weather if 5G base stations emit signals at high power .
 The telecom bodies argued that the satellite companies are demanding more bandwidth than required for their operations.
 Russia, China, Europe and India favoured stringent norms of 5G services but later, Russia agreed for usage of 5G in spectrum bands where satellites are being used.
 As part of the resolution, the ITU has identified large chunk of spectrum for 5G in higher frequency bands which include ranges of 24.25-27.54 Ghz, 37-43.5 Ghz, 47.2-48.2 Ghz and 66-71 Ghz.
 Currently, India has only identified 275 megahertz of radiowaves frequency between 3300-3400 Mhz and 3425-3600 Mhz bands for the 5G auction.
 A telecom player interested in buying spectrum for 5G service in 3300-3400 Mhz and 3425-3600 Mhz bands will need to shell out at least Rs 9,840 crore as per the Telecom Regulatory Authority of India's proposal.
 The government has not yet sought reference of Trai on higher frequency range such as 26 GHz band for the 5G services.
 According to ITU, a 5G application in general should be able to transmit data with 10 gigabit per second speed and in some cases 20 gigabit per second.
 Industry experts have said the lower data speed case requires around 320 Mhz of spectrum, while higher data speed needs around 670 Mhz.
 The ITU has also identified use of 40 Ghz band frequency for use of high altitude platform system like installing hot air balloon type structure for transmitting telecom signal at an altitude of 20 kilometers, Bhatia said. PRS HRS
