It may require more time," said Venkayya, who was responsible for the development and implementation of the National Strategy for Influenza pandemic during the second term of the Bush administration. He currently serves as president of the Global Vaccine Business Unit of pharmaceutical company Takeda. "We will have to look at what is happening in other countries," he said. "But if you were to ask me whether that will be enough given the size of the population, the healthcare capacity, the uniformity or lack of uniformity that is inevitable in a federated country like India where there's a lot of State autonomy on what to do and how to do it, and varying levels of compliance, I think this could easily go much longer," Venkayya said. Since joining Takeda in 2012, he has established a high-impact vaccine pipeline that includes promising late-stage candidates for dengue and norovirus, gained through the acquisitions of LigoCyte and Inviragen Inc. The White House published this federal guidance in 2007. "It's now called the flattening the curve strategy. At that time, we called it a targeted layered containment and then it became called community mitigation. But the first flattening the curve graph was published in our federal guidance in 2007," he said. "When I was in the white house, we were preparing for an influenza pandemic we realized that vaccines would not be available for many months after a pandemic started. And based on the 1918 experience, we expected there would be multiple waves of the pandemic and that for at least the first wave we would not have vaccines," he said. As such, the White House team led by him had to find other ways to protect communities from this pandemic virus. Based on some early modelling and additional modelling commissioned in 2006, they found the relevance of non-pharmaceutical interventions, community measures like closing schools and cancelling public gatherings, social distancing as well as isolation and quarantine for people that have been confirmed or suspected to have the virus. "If you put all of these things together, and importantly if you did them early in a coordinated fashion, you couldn't have a very big impact on the transmission of the virus in a community," he said, adding that this guidance was published in 2007. Emphasising the importance of doing these things early in the outbreak, he cautioned that else it would be much harder to prevent a large number of people from getting infected and accomplishing the goals of flattening the curve and delaying the peak of the curve. "So here I think it's very important that India took (lockdown) action now, ….. like many countries, there isn't widespread availability of diagnostic testing. And so it's hard to know how much virus is in any given community in India," he said. "We also know that the threat is greater in India than it may be in other places because of the population density. Also, there are significant portions of the population that don't have access to the healthcare services that would be necessary to take care of large numbers of sick people. So, it (social mitigation measures) becomes even more important in India than it's important everywhere," Venkayya said. Observing that none of the community interventions are perfect, he said if one puts a number of imperfect interventions together, then one can have a very significant positive impact on reducing virus transmission. Prior to Takeda, Venkayya served as director of Vaccine Delivery in the Global Health Program at the Bill &amp; Melinda Gates Foundation, where he was responsible for the Foundation's efforts in polio eradication and new vaccine introduction. While at the foundation, he served on the Board of the Global Alliance for Vaccines and Immunization (GAVI). The death toll due to COVID-19 has gone up to 273 and the number of cases has climbed to 8,356 in India, according to the Health Ministry. Globally, the novel coronavirus has killed 108,862 people and infected over 1.7 million people globally. In a drive against those who violate the nationwide lockdown in the district, police here will register cases against them and deliver copies of the FIRs at their homes, a senior official said on Saturday. SSP Abhishek Yadav told reporters here that the violators will not be arrested during the first instance but police will arrest those found to be violating the lockdown for the second time. Police has started the drive in every street of the district under which cases will be lodged against those found violating the lockdown restrictions imposed across the country and the copies of the FIRs will be delivered at their doorsteps, he said. Meanwhile, two youths have been booked based on CCTV footage after they were found wandering in the streets and the FIRs were delivered to them at their houses, police said.

New Delhi, Apr 3 () The subscriber addition tally for mobile operators is estimated to have tanked to 0.5 million in March against a monthly average of 1.5-3 million on account of coronavirus-led lockdowns, according to industry experts. Sector observers said the situation is likely to continue this month as all-India lockdown is scheduled to be in place till April 14. Many states had already started imposing movement restrictions for general public to combat the spread of coronavirus by mid-March. The 21-day nationwide lockdown was announced on March 24. Experts said the lockdowns and curbs pulled down the fresh SIM connections for the month. Accordingly, the industry has recorded a sharp fall in new subscriber acquisitions during March - with estimates putting new additions at a mere 0.5 million for all operators combined against the monthly average of 1.5-3 million seen otherwise. A senior official working with a telecom company said that new subscriber additions for March were down to a trickle as stores remained shut for days and weeks. Instead, companies turned their focus to ensuring uninterrupted network experience for customers. In its note on Friday, Axis Capital asserted that subscriber addition will be hit, as lockdown in the wake of COVID-19 will sharply pull down subscriber adds, given that people mostly remained at home and shops were closed. "Cellular Operators Association of India (COAI) expects subscriber addition of less than 1 million in March 2020 versus average of 3 million per month. Subscriber addition to be hit for most of Q1FY21 due to 21-day lockdown and possibility of restrictions/ partial restrictions getting extended," Axis Capital said. Also, conversion from 2G/3G to 4G may be hit as it requires new SIM, "which is difficult in a lockdown", it said. "These may partially impact revenue growth that was expected in nine months of calendar 2020 from the tariff hike taken in December 2019. Accordingly, we have trimmed our revenue estimates for wireless telcos," it said. The rapid spread of Covid-19 has not only disrupted the global economy but also triggered a partial shutdown in many parts of India from early March and an almost complete shutdown from March 25. "While the countrywide shutdown is scheduled to be lifted from April 15, 2020, the risks of prolonged disruption in economic activities exist depending on the intensity of the outbreak," the credit rating agency said in a statement. The ongoing disruption, it said, will have a significant economic consequence across the world and also in India. IMF has already forecast a recession for the global economy in 2020. Acuite Ratings believes there is a risk of a contraction of April-June (2020-21 fiscal) GDP to the extent of 5-6 per cent, with Q2 (July-September) also likely to post modest growth in a best-case scenario. It expects the overall GDP growth for FY21 (April 2020 to March 2021) to be in the band of 2-3 per cent which takes into account a significant economic revival in the second half of the financial year. Sankar Chakraborti, CEO, Acuite Ratings &amp; Research, said: "Acuite Ratings estimates that every single day of the nation-wide lockdown will cost the Indian economy almost USD 4.64 billion. Consequently, the 21-day lockdown will result in a loss of GDP of almost USD 98 billion." Stating that the ratings agency employed multiple methods to assess real GDP estimates for Q1 FY21, he said there is a significant risk that it may contract up to an extent of 5-6 per cent as compared to a pre-Covid growth estimate of 5 per cent. In such a lockdown scenario, the sectors that are most severely impacted are transport, hotel, restaurant, and real estate activities. "In our opinion, there would be at around 50 per cent GVA (gross value added) loss in these sectors, which account for around 22 per cent in overall GVA, in Q1 of FY21," it said. On the other hand, the services that are expected to see enhanced activities during this crisis are communication, broadcasting, and healthcare. But with a 3.5 per cent share, their contribution to the overall GVA is small. The impact of the lockdown is also fairly severe on industrial activities which is set to witness significant contraction in Q1 except in the pharmaceutical, gas and electricity and medical devices which account for around 5 per cent of GVA, it added. Unlike the services sector, the industry, however, can manage demand to some extent with inventory drawdowns until the resumption of production. Karan Mehrishi, Lead Economist, Acuite Ratings &amp; Research said: "The agricultural sector which accounts for 15 per cent of GVA, is nonetheless, expected to see continuing activity even in the lockdown period; however, the allied activities are partly impacted as livestock and fisheries are experiencing mute demand due to the Covid-19 concerns." The credit rating agency said it would take at least 2-3 months to restore the industry supply chain even if the lockdown is limited to 21 days. "There are also further risks of local lockdown in various regions of the country depending on the extent of the outbreak and partial disruption in economic activities till H1FY19 is a realistic scenario." Acuite estimated that the second quarter may show moderately positive growth of just under 3 per cent on the back of the expected normalisation process and some pent up demand although it is also linked to the intensity of the pandemic. On the positive side, quick recovery in domestic economic activities is likely in H2, which may, in turn, benefit from the increased fiscal and monetary measures along with lower global oil prices. "We, therefore, believe that the average H2 GDP expansion may be in the vicinity of 6.5 per cent. Overall, a likely contraction in Q1 followed by modest growth in Q2 will clearly have a severe impact on India's economic trajectory that has already been under the effect of a prolonged slowdown," it added. New Delhi, Mar 30 () State-owned telecom operators BSNL and MTNL will extend validity period of their prepaid mobile services till April 20 and offer Rs 10 additional talktime even after zero balance, to enable users, especially poor and underprivileged, to stay connected during the 21-day nationwide lockdown."This will enable poor people make calls for help even if they don't have any balance left," Communications Minister Ravi Shankar Prasad said in a tweet.The minister also took stock of performance of essential services under the Department of Telecom (DoT) and Department of Post, with heads of circles from all states through a video-conference on Monday."During the video conference, took feedback on functioning of their essential services during #21daysLockdown from heads of circles of BSNL and India Post. Exhorted them to rise to the occasion and set new benchmarks in public service as #IndiaFightsCorona," the minister tweeted.In a statement, Bharat Sanchar Nigam Ltd (BSNL) said it will offer free validity extension for prepaid mobile subscribers who were unable to recharge after their validity expired during the lockdown period, and also provide free talktime worth Rs 10 to those with zero balance during this phase.BSNL said these facilities have been provided to facilitate communication by its mobile subscribers in emergency."In view of hardships faced by the mobile subscribers whose validity has expired during the lockdown period from 22nd March 2020 and are not able to recharge for extension of validity, BSNL, as a support to its esteemed mobile subscribers is extending the validity of all such subscribers up to 20th April 2020, free of cost, so that the subscribers continue to receive incoming calls," BSNL said in a statement.In addition to this, BSNL is also giving free talk time of Rs 10 to all such subscribers who reach zero balance during the lockdown period, the statement added.BSNL Chairman and Managing Director Praveen Kumar Purwar said, "BSNL firmly stands with its subscribers during this crisis period and we request the subscribers to 'Go Digital' for recharging their accounts. New Delhi, Mar 30 () Sector regulator TRAI has asked telecom operators to extend the validity period of prepaid users to ensure that subscribers get uninterrupted services during the 21-day nationwide lockdown. Telecom Regulatory Authority of India (TRAI) has also sought details of the steps being taken to ensure availability of uninterrupted telecom services to such customers on a "priority basis". "...you are required to take necessary steps as deemed fit including extending the validity period to ensure that all prepaid subscribers can enjoy uninterrupted services during the period of lockdown," TRAI said in a communication to all operators on Sunday. The communication on "measures regarding ensuring availablity of recharge vouchers and payment options for prepaid services" comes in the backdrop of 21-day lockdown imposed in the country to deal with the outbreak and spread of coronavirus pandemic. "Though the telecommunication services have been considered as essential services and thus granted an exception from closing down... However, lock down may adversely affect the working of customer service centres/point of sale locations," TRAI said. The regulator added: "Under the circumstances, it is quite possible that those subscribers who wish to top up their prepaid balances or wish to extend subscription to a prepaid tariff using offline channels may face hardships and/or disruption of services".
